Point 10: Debt cancellation

The ten-point plan does not define who qualifies as a recipient of reparatory justice. Are all Caribbean citizens beneficiaries? Are members of the Caribbean diaspora in Britain and North America beneficiaries? Are only people of African descent included, or also descendants of indentured workers from India and elsewhere? Are Caribbeans of mixed European and African descent included? What about those with no traceable African ancestry?

These questions matter for any practical implementation. They also matter for the moral coherence of the claim. If the reparations are for the descendants of enslaved Africans specifically, then Caribbean citizens without that ancestry are not entitled to share in the payment. If they are for all Caribbean citizens, then the historical connection to slavery is less direct and the moral basis is different. The plan declines to engage with these questions.
