The absence of a workable payment mechanism is not an implementation detail that can be resolved later. It is a fundamental flaw in the reparations proposal that reveals it as a political demand rather than a serious policy proposition.
Every serious policy proposal includes, at minimum, a sketch of how it would work in practice. The reparations campaign has been making its demands for decades and has never produced a coherent answer to the mechanism question. This is not because the answer is complicated. It is because there is no answer that does not immediately create serious legal or moral problems of its own.
