Why Britain, why now

The question of why Britain specifically is the primary target of the reparations campaign, rather than other nations with comparable or greater historical culpability, deserves a direct answer.

Several factors make Britain a more attractive target than France or Portugal. Britain has a more self-critical public culture around historical questions than France, which has traditionally been more resistant to what French politicians call “repentance history.” Britain’s political class is more responsive to reputational pressure on historical questions. Britain’s wealth and its special relationship with Caribbean nations through the Commonwealth gives it both the means and the political entanglement to make it a productive target.

Britain is also perceived as more likely to eventually pay than France or Portugal, making the investment in campaigning more likely to produce results. This is not a cynical observation: it is a rational assessment of political vulnerability that any advocacy campaign would make.
